The government has issued a circular clarifying its stance on the issue of giving
permanent resident certificate to the people of the three Hill districts by
the deputy commissioners concerned.
Amid strong protest by the Hill district Councils, expatriate refugees and Parbatya Chattagram Jono Sanghati Samity, the Chittagong Hill Tract Affairs Ministry issued the circular to ease the complexity of issuing certificate.
The circular issued on October 21 said the DCs concerned could issue resident
certificates to be used in all purposes except for candidacy in the local district
council elections.
On the other hand, the chiefs of three circles could also issue permanent resident
certificates.
